 Acting on the basis of caste has become something else, no civilized person can even accept untouchability and caste system.  How can a culture be civilized where a person like himself considers another person to be born in a clan as automatically great and to be born in a clan automatically as small?  It is very cruel, wild, brutal and uncivilized.  Why is this custom, tradition being passed down?  While the world human community is planning to spread not only on the earth but also on other planets of the universe through the highest and miraculous development of science and technology, Nepali society is stuck in very backward and ancient culture. 

 On the basis of doing such and such profession in a certain period of history, the caste or community is deprived of all kinds of service facilities of the state, deprived of even the minimum human rights, pushed to the bottom, pushed to the edge and deprived of even being recognized as animals - Dalit community.  The Dalit community is the marginalised/craftsman class, which occupies a share of 13% of the country's population, and has made a huge contribution in leading the human society on the path of development and progress. 

 In Nepal's first written law, the Civil Act, 1910, the community deprived of basic rights such as education, health, and employment as a so-called waterless caste, has been constantly raising the issue of their rights being taken away. As a result, after 110 years,  The Civil Act, 2020 issued in the year 2020 accepted in principle that untouchability should not be discriminated against, but the punishment for the perpetrators of that crime remained unclear.


For 30 years, when the basic rights of the citizens were taken away, the rights of the Dalit community were not given priority, but our forefathers kept raising the flag of liberation.  V.No.  The historic public movement of 2046 became a suitable platform to raise the issue of Dalits.  V.No.  Although some rights were included in the constitution issued in 2047, the Dalit community was not satisfied.  Dalit community's strong desire for change 10 years of people's war and V.S.  As a result of the sacrifices and contributions made by the Dalit community in the historic people's movement of 2062/063, the Interim Constitution of Nepal, 2063, addressed the exploitation and oppression of the Dalit community for about 2500 years.  For the first time, we can take this constitution as a constitution that unconditionally accepts the rights of Dalits and this constitution has accepted the mainstreaming and inclusion of the Dalit community through positive discrimination (with some facilities) with appropriate representation in all parts of the state.  As the Interim Constitution of Nepal, 2063 considered caste discrimination and untouchability as a serious social crime, the way was opened for making the Caste Untouchability and Discrimination (Offenses and Punishment) Act, 2068.  Despite some imperfections, this Act is a historic achievement for the Dalit community.  There is also a Dalit Empowerment Act in Madhesh Province, but the Act is not being implemented.  The situation of Madhesh Dalits is not positive.   Madheshi Dalits constitute 21% of the population in Madhesh province.  But there is no example of Dalit-friendly work by the state, union and local.  We are all Dalit victims in all areas.  Actions without policies have been ongoing in this country.  It is sad, they are not interested in the transformation of the Dalit community.

The 7-decade long dream of the Nepali people to make the basic law of the country to rule over them through their representatives of the people has been fulfilled.  The current constitution has made provision for compensation for the humiliation, scorn and brutal oppression suffered by the Dalit community for thousands of years, including a clear provision.  We have to follow the provisions of the constitution by making many laws.  Peace4Dalits Foundation Nepal has been established in Dalit settlements to bring Dalit solidarity to the mainstream of the state, peace, equality, empowerment for Dalits, Dalits in education, community justice, ending the discrimination of Dalits, so that every neglected community feels that this country is mine too. 

 Our foundation is committed to work to bring the society to the point where there are no more Dalits by ending the oppression, exploitation and oppression of the Dalit community faster than expected and building an egalitarian, advanced and civilized society.  .  He has high morale and strong faith to work in any adversity.  There is also a resolve not to let the work be affected by the limitation and inadequacy of resources.  We are sorry that the corona epidemic has forced us to limit our activities. 

 Uplifting the Dalit community is not necessary to put other communities down, but the height is measured only when we walk together and rise together.  Therefore, we want to make the non-Dalit community a companion in this campaign.   Our organization aims to contribute to the society in a planned manner through campaigns.  Our foundation is working with 1,000 children, aiming to lead 1,000 children to the top.   Here, one thousand children will get higher education and build manpower of Dalit community and mobilize them for community transformation. 

 Foundation Nepal sincerely appeals to everyone to cooperate with all those who are directly or indirectly related to the campaign of Dalit social justice, freedom, Dalit friendly society.
